shouldn't we rotate the time when the turn changes, so not one side of the globe has an advantage the whole game?

I just recently came along this page and it is exactly what I was looking for.
I read in several posts on LT13 and LTXIII and that one has to sign in to play.
Where do I do that?
moverefill / timeout change?

Or else just manually change the timeout value during the week?
