LTXIII - disable city trading

City trading has been debated at length recently. For some of the debate click the citytrading tag above. The last poll on this topic was declared invalid because it didn't point to the patch required. That patch is now on mantis.
By default city trading is allowed. Doing
"/set cityt 0" makes city trading disabled
for everyone (all other diplomacy still works).
Should city trading be disabled ?

Generally, I'm against forbidding citytrading. But before we invent more sophisticated solution, I'm for.
